Spatial Organization and Development Strategies

In this area, the legal processes that had affected development of Istanbul during the 2000s, the authority conflict, discontinuities and problems between the plans will be discussed. In this context, legal changes directly affecting the physical space in the metropolitan areas and their effects will be evaluated. In this legal framework, The Law on Metropolitan Municipalities (No.5216; 2004), The Law on Transformation of the Areas Under Disaster Risk (No. 6306; 2012), The Law on Re-evaluation of Areas Excluded from Forestry (No.6292; 2012) will be examined thoroughly. Also, the urban plans which were not implemented in the previous years (particularly the 2009 Istanbul Environmental Plan) will be explored in light of the dynamics that have shaped contemporary issues of Istanbul.

History of Istanbul Metropolitan Area Planning

The transformation in Istanbul affects not only its vicinity but also the Turkey as a whole. Yet, unfortunately the city does not have a stable and holistic upper-scale planning heritage. There are a lot of interruptions, restarts, cancellations and attempts most of which are barely related or even not related at all in the last 40 years of the city’s planning history. In this regard “Istanbul Vision 2050”, as a strategical planning process, will be prepared taking all this heritage into account.
